Water finds the path of least resistance - and once it has found a crack in your mortar or foundation, it uses that same path every storm. Fixing the visible crack without addressing drainage is like putting a bandage over a leaky pipe. A proper repair includes identifying where water is entering and why.

That does not mean they are failing - but it does mean they are more vulnerable to the soil movement common in this area, and worth a close look if you have not had one recently.
Tuckpointing replaces the mortar between the bricks without touching the bricks themselves. It is the right fix when the mortar is deteriorating but the bricks are still solid. Full brick replacement is needed when the bricks themselves are cracked, spalling, or missing. A qualified inspector can tell the difference in about 15 minutes.
